Macky Sall Drops UN Secretary-General Bid After Stalled Vote
Former Senegalese president Macky Sall has withdrawn from the race to lead the United Nations, citing the need for a consensus candidate.
Former Senegalese president Macky Sall announced on Saturday 17 May that he is withdrawing his candidacy for the post of United Nations Secretary-General, just one day after an inconclusive first indicative vote by the UN Security Council.
Sall made the announcement via social media, stating that he wanted to help "favour the emergence of a consensus candidate." He added that the results of the various test votes pointed toward a candidate from Latin America and the Caribbean, and possibly a woman.
The UN Secretary-General is appointed by the General Assembly on the recommendation of the Security Council, which is made up of 15 members. The five permanent members, the United States, the United Kingdom, France, China and Russia, each hold veto power, meaning a single "no" vote from any of them can block a candidacy.
On Friday, none of the seven candidates in the running managed to avoid a negative vote from at least one of those five permanent members. That result effectively leaves the field open and could encourage new candidacies to emerge in the coming weeks.
Leading the field at this stage is Rebeca Grynspan, a 70-year-old Costa Rican economist and diplomat who most recently served as head of UNCTAD, the United Nations Conference on Trade and Development, the UN agency responsible for trade, investment and development issues. She has been seen as the frontrunner throughout the process.
In second place in the indicative vote is Rafael Mariano Grossi, the Argentine diplomat currently serving as Director General of the International Atomic Energy Agency, the IAEA, the intergovernmental body that promotes the peaceful use of nuclear energy and oversees nuclear safeguards worldwide.
The current Secretary-General, Antonio Guterres of Portugal, has held the role since 2017 and his second five-year term ends in December 2026. His successor will oversee an organisation of 193 member states at a time of significant geopolitical tension and pressure on multilateral institutions.
Sall's withdrawal narrows the African representation in the race and shifts attention firmly toward Latin American and female candidates, in line with what the indicative votes appear to signal.
