Is Mauritius Tourism Minister Drifting From His Own Party?
Richard Duval, the only Nouveaux Démocrates minister in government, has not attended a party meeting in over a year, sources say.
Richard Duval, Mauritius's Minister of Tourism, was elected in November 2024 on the ticket of the Nouveaux Démocrates (ND), a small political party led by Khushal Lobine, running as part of the broader Alliance du Changement coalition that swept to power. He remains the sole ND member to hold a ministerial post in the current government.
However, questions are now being raised about whether Duval is still an active member of the party that helped him get elected.
According to a source within the Nouveaux Démocrates' National Bureau, Duval holds no official position within the party and is not listed as an office bearer. More strikingly, the source says Duval has not attended a single ND meeting, assembly or gathering in over a year. He was also absent from the party's end-of-year event in late 2025. His last recorded appearance at an ND meeting was in April 2025, during the campaign period for Mauritius's municipal elections.
The situation extends beyond Duval himself. Two municipal councillors whose candidacy nominations were submitted by Duval under the ND banner have reportedly not taken part in any party activities since being confirmed in their council seats.
This raises a pointed question in Mauritian politics: can an elected official simply stop engaging with the party that sponsored their election, without formal consequences?
The answer may soon depend on the ND's own rules. The party recently adopted a formal constitution and established a National Bureau that is required to meet every two weeks. Under that constitution, a member who fails to meet certain participation requirements can, in principle, face sanctions, though the article detailing those consequences was not fully published in the original report.
What this means: For voters who backed Duval as a Nouveaux Démocrates candidate, his apparent disconnection from the party raises legitimate questions about political accountability. In Mauritius, elected members cannot currently be recalled for switching allegiances or going inactive within their party, so there is no immediate legal mechanism to force his hand. The ND's newly adopted constitution could, however, give the party grounds to formally distance itself from him, which might create political pressure on Duval's position within the Alliance du Changement government. It is a situation worth watching as coalition dynamics in Mauritius continue to evolve.
